Ocean-CLimate Community of Practice

The Global Climate Action Agenda represents a critical shift from negotiation to concrete implementation. At its core is the acceleration and scaling implementation of ocean-based climate action within Axis 2: Stewarding Forests, Oceans, and Biodiversity, specifically through Activation Group 7: Efforts to Preserve Oceans & Coastal Ecosystems. This axis goes beyond a traditional nature-based solution—it is a systemic enabler of a resilient, net-zero future.

Activation Group 7 and the ocean community of action focuses on placing ocean-based solutions at the center of climate action, advancing mitigation, adaptation, and resilience objectives simultaneously.

It moves beyond siloed conservation projects to leverage the ocean as humanity's most powerful ally in the fight against climate change as well as respond to the ongoing impacts that increased GHG and carbon emission pose to our ocean and coastal economies

Through the Action Agenda we are committed to elevating political commitment to unlock investment across mitigation and adaptation projects.

The theory of change underpinning Activation Group 7 is both ambitious and pragmatic. It posits that by coordinating the efforts of over 50 existing initiatives into a unified Plan to Accelerate Solutions, “the Blue Package”, we can:

●      find synergies across sectors and international conventions

●      provide examples of what works on local and regional scales

●      secure ambitious financing

●      unlock systemic barriers to progress

Long-term success under Activation Group 7 envisions a future in which ocean-based climate solutions are fully implemented, helping to close the “emissions gap” by up to 35% by 2050 and where threats posed to ocean and coastal ecosystems by climate change are more equitably addressed.  The Ocean Breakthroughs is a flagship initiative under AG7 and the associated community of action   It identifies is a set of positive tipping points to achieve by 2030 across five high-impact sectors: marine conservation, aquatic food, ocean renewable energy, shipping, and coastal tourism.

  • The Blue Package

    The Global Climate Action Agenda Ocean-Climate Community’s Plan to Accelerate Solutions (PAS), is known as The Blue Package.   Through the Action Agenda we can elevate political commitment to unlock investment across mitigation and adaptation projects to implement The Blue Package.

     

  • NARRATIVE INTRODUCITON

    AG7 and the Ocean Community of Action express a  clear desire and intention to have information and knowledge exchange of best practices and examples of mitigation, adaptation, financing, and governance across the above Action Groups.   Activation Group 7’s overarching implementation outcome is to leverage synergies across sectors and international conventions, provide examples of what works on local and regional scales, secure ambitious financing and unlock systemic barriers to progress to ocean-climate action at global, regional and local scales.

  • AG7 Priorities for COP31 (DRAFT)

    Building on the momentum of COP30 and the foundation established through the Global Climate Action Agenda Ocean-Climate Community’s Plan to Accelerate Solutions (PAS), also known as The Blue Package, COP31 presents a critical opportunity to move from commitments to implementation.

    Join the COP31 incoming Presidency, COP30 Presidency, and Climate Champions Team (CCT) for an invitation-only, hands-on delivery roundtable bringing together the broader Ocean Action Agenda community—including Activation Group members, PAS contributors, and real blue economy actors— during New York Climate Week to build on the Blue Package Plans to Accelerate Solutions and shape the COP31 Oceans Outcomes Report.
